Who is responsible for 65% of the world rivers being polluted?

Recently, researchers at the University of York in the United Kingdom analyzed river samples from 72 countries and found that 65% of the rivers contained antibiotics. The authors of the United Nations report estimate that up to 10 million people may die from drug-resistant diseases every year by 2030 unless concerted global action is taken.
